The Port Authority of New York and New Jersey and JFKIAT have selected JFK T4 Retail Partners to redesign and operate duty-free and specialty retail concessions in Terminal 4 at John F. Kennedy International Airport.
The partnership brings together travel retail operator ARI, Queens-based International Shoppes, and a group of local small business partners. The new operator assumed duty-free operations at the terminal on April 1, with upgrades and new retail concepts to be introduced in phases through 2026 and beyond.
The move forms part of JFKIAT’s broader redevelopment strategy following the terminal’s US$1.5bn expansion and modernization program.
According to the Port Authority, the updated retail offering will focus on combining global brands with locally inspired products and experiences. Plans include curated product selections, exclusive launches and a greater emphasis on New York City identity across the terminal’s commercial spaces.
Kathryn Garcia, executive director of the Port Authority of New York and New Jersey, said, “Creating a uniquely New York sense of place is a key component in the Port Authority’s transformation of JFK Airport into a world-class global gateway.”
She added that the new partnership will “pair local businesses with global brands to create the travel experience passengers deserve.”
Kevin O’Toole, chairman of the Port Authority, said Terminal 4 plays a key role as the airport’s busiest terminal, adding that its retail offer should reflect passenger expectations. “A best-in-class Terminal 4 will include an unparalleled retail experience that travelers expect to find when they come to our region,” he said.
Roel Huinink, CEO of JFKIAT, said the agreement marks “the next significant step” in the redevelopment of Terminal 4’s commercial program. “We are focused on strengthening every facet of T4’s New York identity while offering a best-in-class customer experience,” he said.
The retail concept will also incorporate several New York-based small businesses as joint-venture partners, including Byrd Retail Group, Crescent Consulting, CSQ Enterprises, M&R Concessions, Neir’s Tavern, Onsite Retailers and Ben Crump Enterprises.
Matthew Greenbaum, co-CEO of International Shoppes, said the project will introduce “a refreshed duty-free experience that resonates with travelers from around the world while celebrating the spirit of New York.”
Ray Hernan, CEO of ARI, said the company aims to bring its “customer-first philosophy and activation-led retail model” to Terminal 4, while Scott Halpern, co-CEO of International Shoppes, said the partnership would combine “global expertise with local knowledge.”
The project continues JFKIAT’s focus on incorporating local businesses into the terminal’s retail and concessions offering, following previous partnerships aimed at expanding New York-focused food, beverage and retail options.
