Changi Airport Group (CAG) has begun redevelopment of the former Commercially Important Persons (CIP) terminal at Singapore Changi Airport, with plans to introduce a new private terminal and expand its Hub & Spoke lifestyle cluster.
The project, located at the southern end of Terminal 2, is scheduled to open in mid-2027.
The new private terminal will replace the existing CIP facility and be jointly operated by CAG and Plaza Premium Group (PPG). The companies said the facility is aimed at passengers seeking a more personalized and private airport experience.
The terminal will include a lounge, bar, private suites and dining areas, as well as a dedicated event space designed for group travel and private gatherings. Passengers will also have access to transfers to boarding gates and connections to the airport’s retail areas.
“Some of today’s travelers seek more than just a comfortable place to spend time before their flight – they are after a personalized premium experience,” said Ang Siew Min, senior vice president of airport operations development and airport operations services at Changi Airport Group. “CAG is meeting this demand with an upgraded private terminal that delivers an exceptional experience.”
PPG said the partnership builds on its experience in airport hospitality and lounge operations.
“As we join hands with CAG on the development and operations of this pioneering private terminal, PPG is committed to delivering a consistently elevated end-to-end experience for premium travelers at Changi Airport,” said Mei Mei Song, chief transformation officer at Plaza Premium Group.
Alongside the terminal redevelopment, CAG is expanding the Hub & Spoke amenities cluster. The upgraded area will include additional dining outlets, wellness facilities and pet-friendly spaces aimed at both passengers and local visitors.
The expansion will also feature a covered amphitheater and open-air plaza designed to host events.
CAG said the combined development, together with nearby projects including the upcoming Hotel Indigo, is intended to strengthen the Terminal 2 area as a mixed-use travel and lifestyle hub.
The operator is inviting potential corporate partners to explore use of the private terminal, while leasing opportunities are also available within the expanded Hub & Spoke area.
