RFQ issued for LAX people-mover facilities

Los Angeles World Airports (LAWA) has released a Request for Qualifications (RFQ) for the design and construction of the fixed facilities for the new automated people-mover (APM) at Los Angeles International Airport (LAX) in California. The fixed facilities include more than two miles of elevated guideway, six stations, roadways and other associated facilities.

The APM is central to LAWA’s Landside Access Modernization Plan (LAMP), which comprises four primary components – the APM system, a consolidated rent-a-car (ConRAC) facility, two Intermodal Transportation Facilities (east and west), as well as roadway improvements to enhance airport access.

The APM will have three stations in the airport’s Central Terminal Area (CTA), providing fast and easy connections to the terminals with a convenient pedestrian walkway system. The APM will also connect LAX with the ConRAC facility and regional rail and light rail networks, thereby encouraging air travelers and employees to use public transport to get to the airport. Both the APM and ConRAC are anticipated for delivery by 2023.

The APM will be delivered using a design, build, finance, operate and maintain (DBFOM) business model, which will maximize the experience and resources of LAWA and the private sector. The RFQ solicits statements of qualifications from development teams interested in DBFOM services for the APM.

Deborah Flint, CEO of LAWA, said, “The APM is a critical project for the future modernization of LAX and is the promised solution to providing reliable, time-certain access to airline terminals for passengers, employees and other users. Today’s release of the RFQ is an important step toward delivering on that promise.”

The RFQ documents are available on the Los Angeles Business Assistance Virtual Network ( LAWA anticipates completing the shortlist process in September of this year.
